Putah Creek orginially flowed through the City of Davis where the Universityis located. To prevent flooding, the City created South Fork Putah Creek and damming what is now known as the North Branch Putah Creek (arboretum). The North Branch Putah Creek is a water of the United States and is located on the campus and used as storm water retention basin and recreational impoundment. During dry weather, the arboretum water becomes stagnant and fills with algae. The Discharger proposes to treat the arboretum water at the new wastewater treatment plant to reduce the nutrients and other pollutants that currently accumulate in the arboretum. The arboretum water would be pumped to the new plant for treatment when wastewater flows are low. The arboretum water would be recycled back to the arboretum. Since domestic sewage is treated at the same time, the commingled waste stream must be regulated as reclaimed water in accordance with California Code of Regulations, Title 22.",
